ARRAY Development produced recommendations that were fully implemented by the Department in a strategic repositioning of this program. The recommendations were based on evaluation of several key electronic procurement initiatives; focused interviews with PWGSC staff, executives and managers in client departments; and analysis of critical statistical data.
ARRAY Development also proposed a plan for restructuring the PWGSC Standing Offer Agreement system and of electronic order placing, by making the active use of the Internet catalog shopping.
